SUBSTANCE OF THE 25th\u00a0<\/sup>BOARD OF GOVERNORS' SESSION\u00a0<\/strong>UNIVERSITY<\/strong>\u00c9<\/strong>\u00a0MARITIME R<\/strong>\u00c9<\/strong>GIONAL\u00a0 (RMU)<\/strong><\/h2>\n

\u00a0<\/strong><\/p>\n

A delegation from the National Port Authority (NPA) led by its General Manager, Dr. EBOUPEKE Louis, took part in the 25th<\/sup>\u00a0session of the Board of Directors of the Regional Maritime University in Accra from 1st<\/sup>\u00a0to August 9, 2021. As a prelude to the Board of Directors meeting, a Committee of Experts comprising Cameroon, Gambia, Ghana, Liberia and Sierra Leone was held from August 03 to 04, under the chairmanship of Professor G\u00e9rard-Marie MESSINA, Technical Adviser N\u00b02 to the Cameroon Ministry of Transport. The said Committee examined and adopted the minutes of the 23th<\/sup>\u00a0and 24th<\/sup>\u00a0sessions of the Board of Governors held respectively in Yaound\u00e9 and Ed\u00e9a by video-conference.<\/p>\n

With regard to matters arising from the previous session, the Committee returned to the fact that the doctorates awarded to the Heads of State of Cameroon, Ghana and Liberia during those sessions had not yet been officially presented. He therefore invited the members of the Board of Directors and the countries concerned to work towards this goal. In addition, the Board drew the attention of three member states whose membership fees are not up to date, and noted the impact this could have on the University's financial management. The Committee also dwelt on the renewal of the contracts of the Secretary General of RMU and the Secretary of its Board of Directors, as well as on the appointment and promotion of certain executives of the institution to positions of responsibility. The Committee was then divided into three sub-committees: Administration, Finance and Audit. At the end of the work, the following recommendations were formulated and validated by the Board:<\/p>\n

At administration sub-committee level<\/strong><\/p>\n

    \n
  • The council encouraged member states to continue raising awareness of the training on offer within the RMU and to put in place incentives to attract more students;<\/li>\n
  • The institution's management should broaden its scope to include more disciplines in the maritime sector;<\/li>\n
  • The Board encouraged the anti-Covid-19 measures put in place by RMU;<\/li>\n
  • The institution's management will hold quarterly meetings with staff and submit reports to the Board of Directors;<\/li>\n
  • The institution's management was ordered to pay all arrears accumulated during the peak of the Covid-19 pandemic;<\/li>\n
  • Validation of the \"SWALMS\" program (Support for Integrated Maritime Security in West Africa) and Cameroon's entry into the next project;<\/li>\n
  • RMU's management is due to present a study report with a view to modernizing the institution;<\/li>\n
  • The Committee authorized the institution to enter into an agreement with Korea EXIM Bank for the construction of an auditorium, an administrative complex and a library;<\/li>\n
  • The Board approved the renewal of the contracts of certain senior executives, namely the Vice-Chancellor, the Director of Finance and the Deputy General Secretary, and ordered the reinstatement of the retired Purchasing Manager pending his replacement;<\/li>\n<\/ul>\n

    At the finance sub-committee level \u00a0\u00a0<\/strong><\/p>\n

    \u00a0<\/strong><\/p>\n

      \n
    • Validation of the RMU asset revaluation project, even though this was included in the institution's 2022 budget;<\/li>\n
    • The Board reiterated the need for members to pay their annual dues;<\/li>\n
    • Ghana's investments in the RMU should not exempt it from paying its contribution as a member state;<\/li>\n
    • Finally, RMU management is to evaluate all its programs and submit them to the Board of Directors for analysis at its next meeting.
